In Victoria 3, Aboriginal people live in every potential colony
Colonial-era grand strategy game Victoria 3’s latest dev diary details its new approach to colonization. This week, the team discussed the concept of a “decentralized state”, an umbrella term for Indigenous peoples around the world, who will be meaningfully represented for the first time in Victoria’s third tranche.
In the past, the Victorian Games treated the world in much the same way as the European imperial powers did in that era – essentially, it was full of unclaimed land, ripe for anyone you happened to meet there. t any real consequences. In “Victoria: Revolution” and “Victoria II,” much of the continent is basically a blank canvas, with place names and borders only appearing after being colonized.
That all changed in Victoria 3. As content designer Ofaloaf explains in the new diary, the team has been digging through any available research they can get their hands on to fill in those “blank” areas on the old Victorian map, adding territories for Africans Azande, Tz Ethnic groups such as Vannes and Maasai. The people of North America, including the Pueblo, Ojibwe, and Shshone, and dozens of others were represented.
Ofaloaf said many of these are still in a constant state of flux on Victoria 3’s map, and will likely continue to see updates and changes throughout development and beyond as the team gathers more information about each group.
In some cases, small groups have merged with other local groups for gaming reasons, Ofaloaf said.
“A population of 400 living in State X cannot provide enough manpower to contribute a battalion to the local uprising,” Ofaloaf wrote. “This design isn’t just for decentralized nations — what we’re doing in other parts of the world trying to balance historical accuracy and gameplay, although of course we try not to stray too far from real history.”
While scattered nations won’t immediately try to stop you from establishing colonies in their territory, they will become increasingly rebellious as you go further into their land. Ultimately, they will start a diplomatic game that could turn into a war for independence.
This is a pretty game-changing addition to Victoria 3, and a welcome addition. Ofaloaf said it hoped it would not only enrich the gameplay, but also “better represent Aboriginal people”.
“Wherever an empire tries to colonize,” Ofalov wrote, “someone already lives there.”
