Victoria 3 makes construction a national concern


When you think about building in most strategy games – even grand strategy games – it’s usually a pretty straightforward thing to do. You pay a fee, wait a certain predetermined time, and, poof, your new building appears. It should come as no surprise now that Victoria 3 does things a little differently, and construction will be linked to the rest of your country’s economy in important ways.

Since Victoria 3 covers a period when much of the world is going through rapid industrialization, it needs a way to model differences in how construction is done at different scales. As the new dev diary explains, your nation will have a certain level of building ability that controls how much building can be done and how quickly it can be done.

This seems to be a very elegant system, matching the way the Victoria 3 handles many other systems, such as military development and industry. You will start with a government building called the Construction Department, which will employ the population and consume resources. The output of the construction industry is what is called “building”, which is a measure of a country’s ability to build materials.

The higher the number – depending on how much you spend in your country’s construction sector – the more new construction you can do. But it also means you’ll be paying more people working in construction, so you need to be mindful of how fast you’re expanding. Your construction department will become a fixed expense in your state budget.

You will be able to gradually upgrade your building sector from wooden to iron-framed buildings, and eventually to steel-framed and arc-welded buildings as these technologies become available.

The construction capacity generated by your construction department will be distributed weekly to the various projects you are working on, with higher priority construction than lower priority projects. The amount of construction required for each project will depend on the type and complexity of the buildings in question – for example, a rye farm would not require as much construction as a seaport.
